I am requesting that the Council review the COPS funding process and give the Police Department
guidance on whether or not we should remain in this competitive arena which is dependent on future
funding abilities.
Background/Discussion
The Police Department applied for a COPS hiring grant in July of 2009. That was brought before the
Council for approval, which was granted. The intent of the process at that time was to see if we became
eligible for the funding, and then determine if the City desired to remain part of the funding dependent
on predicted budgets for the next four years.
We did not receive the funding during the initial allotment but we were placed on a waiting list for the
next round of grants. On April 13, 2010, we received information that the Office of Community Oriented
Policing Services (COPS) was recently authorized to open the 2010 COPS Hiring Program (CHP) and
will award $298 million to address the full-time sworn needs of state, local, and tribal law enforcement
agencies nationwide and to increase their capacity to engage in community policing.
In 2010, COPS will select CHP grantees from the existing pool of 6,000- 2009 COPS Hiring Recovery
Program Applications. COPS will not accept new applications and expects to make fewer than 500
awards with the limited. funding available.
In early June we will be asked to supply targeted updates to our application. We will have two weeks tc
work on and provide this new information. We will also be asked to describe our department's current
and planned community policing efforts, community partnerships and other community initiatives.
Financial Impact
There is financial impact to the City. The first three years of the COPS hire is paid for by Federal funding.
The City would have to agree to fund one full year of continued employment after the new hire
completes their third full year of employment. The City is not obligated to retain the officer after the end
of the fourth year.
In terms of our budget, there would be no impact until September of 2013. The 2013 budget would be
impacted by adding the estimated $17,000 in wages and benefits. The 2014 budget year would at a

minimum be impacted by nine months of the officer's wage and benefits and additional budget funding
would be needed in 2015 and beyond if the position remains.
As you may recall, our budget discussion was that we believe an additional officer(s) would be needed by
2014. What I am asking the Council to consider now is if we should remain in this process knowing that
there are Council concerns over budgets and revenue sources for the next few years. If the Council has
no interest in continuing this venture then we can withdraw and allow another agency to receive potential
funding and not have to turn the funding down should the award be granted to us.
