Item Description Reviewed by 193`d Avenue Traffic Control Options Lori ohnson, Ci Administrator Reviewed by Action Requested The City Council is asked to consider options for modification to traffic control at the intersection of 193` Avenue and Tyler Street and the intersection of 193`d Avenue and Xavier Street and approve installation of a signed and striped pedestrian crossing at 193`d Avenue and Xavier Street. Background/Discussion Existing traffic signage provides a stop condition on the minor approaches to 193`d Avenue at Xavier Street and Tyler Street. Residents have made requests both formally in a petition and informally through email or phone that the traffic control in place be reviewed and modified. The petition submitted in July of 2009 requested that amulti-way stop be added at the intersection of 193`d Avenue and Xavier Street. The primary concern listed was safety for pedestrians crossing 193`d Avenue. The petition also requested the speed limit on 193`d Avenue on the segment from Xavier to Twin Lakes Road be set by City Council action to 30 MPH. The stop condition at Tyler Street has also been questioned by residents. The concern that was raised on Tyler Street is that before 193`a Avenue was constructed there was no stop condition on Tyler Street and the proper signage should be either to stop 193`d or to stop all directions at this intersection. The attached memo details a study of the traffic volumes and accident data at these intersections. Traffic counts were completed to quantify the traffic volumes and compared with guidance in the Minnesota Manual on Uniform Traffic Control on multi-way stops. The conclusion of this study is that at the intersection of Tyler Street and 193` Avenue the data does not support changing the traffic control from what is currently posted. At Xavier Street and 193`d Avenue the data does not support changing to a multi-way stop but it would be appropriate to install a pedestrian crossing consisting of advance warning signs, signs, and pavement markings on the westerly side of the intersection of 193`a Avenue and Xavier Street. Financial Impact Should the City Council wish to proceed with installation of a pedestrian crossing with signage and pavement marking the cost of these changes can be incorporated into the current construction of 193` Avenue by work order. SUMMARY FINDINGS We note that the traffic counts that were collected do not provide warrants as per the Minnesota Manual on Uniform Traffic Control Devices, but the geometric layout of the intersection and volume of pedestrian foot traffic does allow the City Council flexibility in deciding whether or not to install additional pedestrian crossing signage at these locations. BACKGROUND Xavier Street The original layout of the intersection of Xavier Street and 193rd Avenue consisted of a two legged intersection with the future extension to the east and north planned. The streets were developed along with the platting of the The Woods at Hillside Third Addition. Subsequently the plat of The Woods at Hillside Fourth Addition extended the northerly leg of the intersection. The fmal design of 193rd Avenue required both vertical and horizontal alignment changes to 193rd Avenue. The intersection was reco~gured the existing curb and pavement were removed and placed to match the new alignment. The center of the intersection moved slightly to the north. Traffic control prior to the extension of 193rd Avenue consisted of stop signs on Xavier Street both north and south of 193`d Avenue. We note that the crest of the hill to the west and horizontal reverse curve are limiting factors on sight distance for a north bound vehicle on Xavier. After the bulk of the construction was complete a large electric box placed by Elk River Municipal Utilities blocked the view to the west. Elk River Municipal Utilities has since relocated this box. A petition was submitted by neighboring property owners requesting that the intersection of 193rd Avenue and Xavier Street be controlled by a multi way (4 -way) stop to provide a safer intersection. The petition also requested that the City Council act to set the speed limit at 30 MPH along the newly constructed segment of 193rd Avenue. BDM Project # 226069 5/11/10 Tyler Street 193'" Avenue Traffic count Data The Intersection of Tyler Street and 193`a Avenue did not exist prior to the recent construction. The intersection is laid out with left turn lanes on both the west bound and east bound lanes of 193`d Avenue. Tyler Street is signed with stop conditions on the north bound and south bound legs. A retaining wall is constructed at the southwest quadrant of the intersection along the southerly side of 193`d Avenue to enhance a sight line to the west. The stop sign and stop bar on north bound Tyler Street is set at the south end of the intersection radius. The placement of the stop bar and sign has been discussed with the City Council. The City Council has authorized relocating the stop sign and stop bar closer to the intersection to provide better sight lines for vehicles stopped on north bound Tyler Street. Comments have been received from the public suggesting that the traffic control at this intersection be evaluated to determine if the stop condition is appropriate to be placed on Tyler Street or if the stop condition should be placed on 193`d Avenue. A petition requesting a multi way stop at Xavier Street establishing a 30 MPH speed limit on the extension of 193`d Avenue was submitted by neighboring property owners in July of 2009. A report was provided by the Public Works Director to the City Council in a memo dated July 20, 2009 stated that the speed limit would need to be established based on a MnDOT speed study conducted after construction was completed. The memo summarized the guidance provided by the Minnesota Manual on Uniform Traffic Control Devices for multi way stop applications and the need for data supporting a warrant to establish 4 way stop signs. This report updates traffic counts at these intersections and considers the basis for stop signs at these intersections. The following figures show the layout of the existing intersection of 193`d Avenue with Tyler Street and Xavier Street. Counters were placed on all 4 approaches to the intersections and counts for the full three following days (Tuesday, Wednesday, and Thursday) were recorded. Traffic Data are presented in Appendix A. Data on vehicular accidents was collected from the Elk River Police Department and is presented in Appendix A. Speed Limit Determination As is customary with new roadways that do not fall into the statutory speed limit of 30 MPH MnDOT conducts a speed study to determine speeds at which motorist travel and what is a reasonable and enforceable speed limit to post on the roadway. The portion of 193`a Avenue between Xavier and TH 169 falls into the statutory speed of 30 MPH based on the spacing of the houses along this segment. The Elk River Police Department has been monitoring speeds and actively enforcing the posted limit. The most recent speed data collected in April of 2010 with their speed trailer shows an 85`" percentile speed of 33 MPH. The segment between Xavier and Twin Lakes Road does not qualify for the statutory speed limit and so MnDOT conducted a speed study in February of 2010 which concluded that the currently posted speed limit of 30 MPH is appropriate. The petition submitted in July of 2009 requested the City Council take action to identify a speed limit of 30 MPH on the segment of 193`a Avenue from Xavier to Twin Lakes Road. The MnDOT Study provides the basis for establishing a 30 MPH Speed Limit on 193`a from TH 169 to Twin Lakes Road. No change /Continue annual monitoring The volume and speed warrants are not met for this intersection at this time. Traffic volumes are anticipated to change over time. Traffic volumes can be monitored over time and adjustments to posted traffic controls can be made as volumes increase. 193"a Avenue and Xavier Street 1. No change /Continue annual monitoring The volume and speed warrants are not met for this intersection at this time. Traffic volumes are anticipated to change over time. Traffic volumes can be monitored over time and adjustments to posted traffic controls can be made as volumes increase. 2. Add a Pedestrian Crossing at the Intersection of 193`a Avenue at Xavier Street Much of the concerns raised by residents revolve around safety of pedestrians crossing 193`a at Xavier Street. As the sight distance is limited for east bound traffic as it approaches this intersection and given that amulti-way stop is not recommended in this location an alternative that would provide signage and striping to call drivers attention to the possibility of pedestrians in the area is a reasonable accommodation. The west side of the intersection is the most favorable location for a pedestrian crossing to be marked. The sidewalk connection to the south along Xavier Street is on the west side of the street. There are pedestrian curb ramps on both the northwest and southwest corner of the 4 5/11/10 193' Avenue Traffic count Data intersection. The crossing would consist of an advance warning sign (W l l -2) shown in figure 3, a sign at the crossing (W11-2 and W16-7P) shown in figure 4 and pavement marking calling attention to the crossing shown in figure 5. The advance warning signage would be placed on both the westbound and eastbound approaches to Xavier along 193ra Avenue. The Pedestrian crossing signage would be placed on the west side of the intersection near the pedestrian ramps on both the north and south sides of 193`a. The traffic count data does not support changing the traffic control in place currently. The counts on 193` Avenue are higher than Tyler Street making 193`a Avenue the major roadway in the analysis. The left turn movements on 193`d are protected with turn lanes supporting 193`d as the major roadway at this intersection. The traffic volumes as recorded do not reach the level required to consider amulti-way stop application at this time. From an engineering perspective we can not recommend changes to the traffic control other than the stop sign location and stop bar location modifications discussed and approved by the City Council. It is possible in the future traffic volumes will reach a level that would warrant a multi-way stop at this location. For the intersection of Xavier and 193`d Avenue based on the data collected we recommend Option 2, Add a Pedestrian Crossing of 193`d at Xavier be selected and implemented. The traffic count data does not support changing the traffic control in place currently. The counts on 193`d Avenue are higher than Xavier Street making 193`d Avenue the major roadway in the analysis. The left turning movements on 193`d are protected with turn lanes supporting 193`d as the major roadway at this intersection. The traffic volumes as recorded do not reach the level required to consider amulti-way stop application at this time. The visibility at the intersection is somewhat limited and motorists on 193`d Avenue may not expect pedestrians crossing 193`d at this location. A pedestrian crossing signed and marked in this location will help raise motorists' attention to the possibility of pedestrians in the area. During the entire 72 hour count there was no one hour long periods in which the combined major approach (eastbound and westbound) traffic volume exceeded 300 vehicles per hour. The highest hour long combined approach count was 200 vehicles per hour. For the minor approach there were no one hour periods where the total approach volume exceeded 200. The highest one hour combined minor approach count was 100. No pedestrian and bicycle counts were taken during these periods but we expect that these volumes are relatively low. 5/11/10 Crash Data 193rd Avenue Traffic count Data Crash data was requested for the entire corridor from the Elk River Police Department. Table 15.0 below, is a listing of crashes in the last 5 years for the entire corridor. The history shows no recorded crashes at Xavier and 193`d Avenue. There is one recorded incident at Tyler Street and 193`d Avenue since 193`d Avenue was opened to traffic. Both accidents that have occurred in 2010 were weather related (fog and ice) according to the Police Department. The Minnesota Manual on Uniform Traffic Control Devices allows for stop signs to be installed in cases where "a crash problem, as indicated by 5 or more reported crashes in a 12 month period that are susceptible to correction by amulti-way stop installation. Such crashes include right-and left-turn collisions aswell asright-angle collisions" 5/11/10 Comparison with Data Colleted by Mr. Glowacki 193`" Avenue Traffic count Data Mr. Joe Glowacki is a resident in the area of 193`d Avenue and Xavier Street and has expressed interest in the outcome of the traffic counts prepared by BDM. Mr. Glowacki has also collected traffic count data.
