Action Requested
Approval of a special event permit and a temporary on-sale liquor license to the American Legion for
Saturday, July 3, 2010 with the following conditions:
1. The liquor license is not valid until approved by the Commissioner of Public Safety.
2. Event must be held in an area that is fenced in with secured and controlled access and be
compact and contiguous to the licensed establishment.
3. Neighboring property owners must be notified of this event.
4. Permission to use private property for parking must be obtained prior to event.
5. Tent(s) must be inspected by the Fire Marshal prior to the event. Applicant must contact Cliff
Anderson at 763.635.1110 to schedule an inspection.
6. Live music shall be located as far into property as possible to alleviate noise and egress issues.
Not near entrances.
7. Adequate fire lane access must be maintained at all times on all sides of the building. Gate access
for emergency vehicles shall be provided at the west fence line.
8. Two police reserves are required to be on duty from 6 p.m. until midnight. Contact Police
Captain Brad Rolfe at 763.635.1202 at least 3 weeks in advance to schedule.
9. Building occupancy levels shall not be exceeded.
10. The east fence line should be relocated as shown on attached map as requested by the fire chief.
11. Certificate of insurance shall be filed with the city listing the city as an additional insured
Background/Discussion
The American Legion is requesting approval for a special event on Saturday, July 3, 2010, from noon until
10:30 p.m.. The American Legion will be having an early Independence Day celebration which includes
outdoor music (live band) and food. They would like to serve alcohol to members and guests outside
their establishment in the parking lot. State law allows for these types of events as long as the area is
compact and contiguous to the licensed establishment. The area must be fenced, have secure and
controlled access, and be covered by liquor liability insurance.

The map shows the area we plan to fence in with temporary fence. It is displayed in the
color orange. Parking is in green, and facility such as port-a-potties and vendors in
yellow.
Considering this is a Saturday parking in near by parking lots should be open for excess
parking. We will be using %2 of our parking although we gain some parking in the back
grass area N.E of the building.
The plan for music out side from 12pm to 10 pm unless city ordinance is earlier, we will
comply at which time we will be moving music into the building from l Opm to 12am.
We plan on having food vendors out side for the event from 12pm to 8pm as well as we
plan on having a beer tent out side for the event. We will have por-ta-potties available as
well as the inside restroom available. The whole facility will be open during this event.
Security: We will have two Entrance and Exit Gates located east and west of the event
area. There will be an ID check when entering; the 21 years of age will be receiving two
bracelets and minors will be receiving one which is for the music only.
Note: anyone with out the bracelets will be ask to leave or check in at the gate.
Each person will be reminded this at the gate during entrance or
admittance of the music event.
We will be using our membership as security although if a problem that possibly could
arise we are not excluded from calling the Police. for if such a problem arises, in which
we will give any information as well as assist in anyway possible in keeping this event
safe for its guest.
Public Health plans: The restroom will be available inside the building as well as we
will have some por-ta-potties out side for the event.
Fire and emergency: Hopefully this will not be needed although we will have a first aid
kit available and if any event happens in this area 911 will be called as needed. And
during any event any fire above the acceptant level the fire department will be called.
The process of this event is for, the American Legion, to give a celebration of the fourth
of July for its community on 3 July 2010 .
