Certificate of insurance shall be filed with the city listing the city as additional insured. 2. Applicant must contact Police Captain Bradley Rolfe (763.635.1260) at least three weeks prior to event to arrange police reserves. 3. There is a portable toilet located in the Woodland Trails parking lot for general use. If additional portable toilets are desired, applicant shall provide portable toilet services through private contractor. 4. Applicant shall be responsible for garbage clean-up immediately following the event. Background/Discussion Central Lutheran Church is requesting to host a 5K/ 10K walk/run on September 18, 2010. Below is a synopsis of the request: The 5K run/walk will begin in the parking lot of Woodland Trails. They will run through the trails and end in the parking lot of Central Lutheran Church. The 10K walk/run will begin and end in the Central Lutheran Church parking lot. Both races start at 10 a.m. and should be finished by 11:15 a.m. This event has been conducted by the applicant on an annual basis. To: Tina Allard, City Clerk From: Sharon Johnston Date: April 28, 2010 Re: 10K Race on September 18, 2010 We are seeking approval for a Special Event Permit for hosting our 3rd annual 10K run and a 5K fun run/walk at 10:00 a.m. on Saturday, September 18, 2010. The race event is open to the community for anyone interested in participating. The goal is to promote fun and fitness and to provide a race opportunity in the Elk River community. The 10K race will start and end at Central Lutheran Church on 1103 School Street. The SK run/walk will start in the parking lot of Woodland Trails. Both races will start 10:00 a.m. Both the 10K and the 5K should be finished by 11:15 a.m. Immediately following the race we wish to host an awards ceremony on the property of Central Lutheran Church. Last year we had approximately 85 participants running and/or walking in this event. This year we anticipate a slightly larger number of participants. We plan to have 50 volunteers available to assist with this event. This is a run/walk event therefore we do not anticipate any vehicles on the race route. There will bean admission fee requested for participation for this event. We will provide a lunch immediately following the race for all participants. No alcohol will be provided at this event. Traffic Control Plan: Race route: The participants of the 5K will start in the parking lot of Woodland Trails. They will run through the trails and end in the parking lot of Central Lutheran Church. The 10K participants will start on the north sidewalk on School Street directly across the street from the parking lot of Central Lutheran Church. They will run west along School Street and turn north at County 1 and School Street. They will continue to run north on the paved path, along County road 1 past the golf course and enter the Woodland Trail Park system through the parking lot. They will then run through the trails and exit at the south end of the trails near Meadowvale School. From there they will continue back south on the paved path and side walk back to School Street turning eastbound and ending back into the parking lot of Central Lutheran Church. As mentioned above the race will start at 10:00 a.m. We anticipate the last runner to complete the course by 11:15 a.m. Participants and spectators will park and congregate on the property of Central Lutheran Church's grounds. The runners will be crossing two main roads. They will cross School Street at the beginning and ending of the race, and they will be crossing at the intersection of County Road 1 and Proctor Avenue, also at the beginning and ending of the race. Special city services requested would be for reserve officer police escort /traffic control at the above mentioned intersections at the beginning and ending of the race. Should you have any questions regarding safety or security for this event, our race security director is Keith Terlinden. For the enjoyment and safety of the participants, our team will provide 4 water stations along the race route. The first will be along the path in front of the Chuba Company. The second water station will be in the parking lot of Woodland Trails Park. The third water station will be along the path in the park. The final water station will be on the path near Meadowvale Elementary School. We will do the water stations the same way we have the past two years. We will be responsible for our own post race clean up. We are very excited about the opportunity to host our 3rd annual community 10K run and 5K run/walk event in Elk River and we look forward to your positive response for this permit request.
