Size Appro~lnately= 3.75 acres near the southeast corner of Highway 169 and 19314 Avenue. Overview The applicant is requesting Conditional Use Permit (CUI') to operate a childcare facility at the subject property. They currently operate a childcare facility in the same multi-tenant building and are at full enrollment in that space. They are looking at expanding and want to move the school age children to the new space which is not directly attached to the existing space. The hours of operation will be 6 a.m. to 6:30 p.m. Monday= through Friday and they will employ approximately three staff members at the new location in addition to the 21 people currently employed at our current location. Although they are not proposing signage at this time, they would in the future like to have a sign that is approximately 24 square feet in size which meets the signage allowances. A sign permit will be required for any exterior signage. Transportation The vehicular circulation has akeady been reviewed and approved for the subject site. There is adequate vehicular circulation in and around the site. The overall parking was taken into account when the existing project was built and there appears to be sufficient area for the proposed use. Comprehensive Plan The Highway Business land use is the most intensive form of commercial development in Elk River. Businesses in this category may be the largest both in terms of size and traffic generation. Market orientation tends to be regional in nature. Development orientation tends to be toward regional highways. Future Highway Business developments should be located within the Urban Service Boundary and adjacent to regional highways. The proposed use meets these requirements. Applicable Regulations Conditional Use Permit The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: 7. bVill not endanger, injure or detrimentally affect the use and enjoyment of other j~roper y in the immediate vicinity or the public health, safety, morals, comfort, convenience orgeneral welfare of the neighborhood or the city. 2. Wlill be consistent with the comprehensive plan. 3. 1-Vill not impede the normal and orderly development and improvement of surrounding vacantproperty. In the review of the standards for CUP as outlined, it appears that the request is consistent with all of these standards. Our plan is to move our school age children into the new space allowing our center to expand by approximately 36 children. By making this move we will be capable of meeting the needs of our current families with school age children or the children that will become school age as of the fall of 2010. Without this addition we will not have the capacity to meet the needs of our soon to be school age families in addition to the families that are currently enrolled in our school age program. We are licensed for 116 children. Of these children 30 of the spaces are for school age. Our school age program is full with no openings in the near future. We have 19 families that will have children entering Kindergarten in the fall of 2010. By moving our school age program to the new location within the same strip mall, will allow us to continue to provide childcare for all of our families. We would open the current school age classroom for Kindergarten and older preschool children. At our current position we will not have a preschool opening for a minimum of three years. With this move we will be capable of adding an additional preschool space for childcare and an AM and PM preschool program. On a weekly basis we are turning away three to four families looking for preschool care or class time. We would open our school age program in the new location for AM and PM preschool time on days that the school age children have school. The scope of the project will entail: • conditional use permit for zoning the new location for childcare • Addition of two toilets with one new bathroom added • Addition and moving of a total of three sinks • General cleaning and painting of walls • No Exterior Construction is necessary Our hours of operation will be 6 AM to 6:30 PM Monday thru Friday We will be employing approximately three staff members at the new location in addition to the 21 people currently employed at our current location. Beahen, Chief of Police DATE: May 17, 2010 SUBJECT: Award Presented to the City of Elk River ITEM 6.4. During the 2010 Minnesota Chiefs of Police Conference, I was both surprised and honored to be presented and receive an award on behalf of the City of Elk River. This award was given out during the Minnesota Chiefs of Police Annual Business Meeting held in St. Cloud on April 13, 2010. The award was presented to the City of Elk River by MNESTA (Minnesota Electronic Security and Technology Association). Elk River was recognized as the "Alarm Management Agency of the Year" for 2009. This accolade was given to the City for the passing of our local alarm ordinance which drastically reduced the number of false alarm calls that the police department responds to each year. Nationwide, one city is selected each year to receive this award on behalf of the national group that represents the International Chiefls of Police Association -the Security Industry Alarm Coalition. I will be present at the Council Meeting on May 17, 2010 to present this award to the Council.
