recommendation will be made by staff at Monday's meeting.)
B. Approve a resolution ordering the feasibility study for the 2010 Overlay Improvement
Project.
Background/Discussion
At the Apri15, 2010, Council meeting, the Council authorized staff to obtain engineering consulting
proposals for feasibility studies for the proposed 2010 Overlay Improvement Project. Request for
Proposals (RFP) were solicited from seven engineering firms and, ultimately, eight RFP's were received.
The costs range from a low of $35,105 to a high of $92,592. Five of the bids were below $58,250. The
second highest bid was $72,800.
Staff will be prepared to make a recommendation for the award of the consulting engineer contract at
Monday's meeting. Unfortunately, due to a tight time frame between the RFP submittals and the Council
meeting, we were unable to complete all the analysis of the RFP's and reference checks prior to the
drafting of this memo. It is anticipated that this will be completed prior to Monday's meeting. The project
timeline to complete these improvements in 2010 is very tight; therefore, it is important that, if the
Council wants these improvements to be completed in 2010, an award of the consulting engineering
contract and adoption of the resolution ordering the feasibility be authorized on May 17.
Finally, I have not attached copies of the RFP's due to their length. If you would like copies, please
contact me.

RESOLUTION 10-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE
2010 OVERLAY IMPROVEMENT PROJECT
WHEREAS it is proposed to improve certain property by providing a bituminous overlay (the
improvement) in the locations shown on the attached exhibit and to assess the benefited
property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes,
Chapter 429.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
That the proposed 2010 overlay improvement be referred to of
for study and that that person is instructed to report to the council with all
convenient speed advising the council in a preliminary way as to whether the proposed improvement
is necessary, cost-effective, and feasible; whether it should best be made as proposed or in
connection with some other improvement, the estimated cost of the improvement as recommended
and a description of the methodology used to calculate individual assessments for affected parcels.
